THE EFFECTIVENESS OF BUDGET MANAGEMENT AND PUBLIC SERVICE MOTIVATION ON COMMUNITY WELFARE THROUGH APPARATUS PERFORMANCE AT THE COMMUNITY AND VILLAGE EMPOWERMENT OFFICE OF JENEPONTO DISTRICT
Abstract
The purpose of this study was to analyze the effect of budget management effectiveness and public service motivation directly on community welfare and indirectly through apparatus performance at the Jeneponto Regency PMD Office. This research is a survey research with a quantitative approach, conducted in Jeneponto Regency, precisely at the Jeneponto Regency Community and Village Empowerment Office. A total of 110 samples of this study were apparatus within the scope of the Jeneponto Regency Community and Village Empowerment Office which were taken using saturated sampling. The data analysis used path analysis and the data were collected through distributing questionnaires to all respondents in this study. The results of this study indicate that the hypotheses proposed are all proven both directly and indirectly. Among the research variables, the performance variable is more able to optimize community welfare at the Jeneponto Regency PMD Office, so that with the performance of the apparatus at the Jeneponto Regency PMD office, which is getting better, it greatly supports the government's success in improving community welfare. Furthermore, the effectiveness of budget management also supports community welfare and finally the motivation of public services. However, indirectly the role of budget management effectiveness is the most effective in supporting the improvement of apparatus performance to realize public welfare. Apparatus performance as an intervening variable in this study can mediate the variable relationship very well so that the performance of the apparatus is an important requirement that must be maximized first so that public welfare can be maximized
